Fifth Place (Tie): Vermont

With its scenic landscapes and historic towns, the eastern United States' least populous state is, at least in summer, a "tourist magnet," independent panelists said. But it "never seems overrun," they added.

Thanks to measures such as limits on big-box stores and government-supported historic preservation,"Vermont has worked to preserve those qualities that make it unique," one panelist said.

Another panelist said, "If you want to see New England as you imagine it, go to Vermont."
