Fourth Place: Ancient Kyoto, Japan

The iconic Kinkakuji Buddhist temple lies blanketed in snow in February 1999. The landmark is one of more than 1,600 Buddhist structures in Kyoto.

"The serenity and charm of ancient Japan can still be found in Old Kyoto," said a panelist for the 2009 "Destinations Rated" scorecard. "Japan takes this site very seriously and does a good job in maintaining its integrity despite accelerating numbers of tourists."

The survey participants note, however, that the city's pollution and traffic jams are environmental challenges.
