Wuhan, China, November 30, 2008--Jockeys wait to race at an equestrian festival in Wuhan, traditionally China's horse-racing capital. The event featured the first legal horse-race betting since the country's communist leaders banned gambling in 1949.

"Offering a legal venue to bet on horse races could drive out illegal online gambling," said Qin Zunwen, an expert in horse-race betting from Wuhan's Hubei Provincial Academy of Social Sciences, told the state-run Xinhua news agency.
