Yellowstone National Park's Sepulcher Mountain remains off-limits to snowmobilers—along with the rest of the park. U.S. Secretary of the Interior Dirk Kempthorne proposed new National Park Service management policies on June 19, 2006, that make conservation the agency's number one priority.
