Photo: Rare Tortoises' "Entombment" to End, Florida Officials Say

Florida will end its "pave-and-pay" program, which gave developers the right to pave over burrows of rare gopher tortoises (above) in exchange for putting money in a state conservation fund.

The tortoises live in six southeastern states and are considered a "species of special concern" in Florida.
