Photo: Katrina's Pet Legacy: Better Evacuation Plans, Bitter Custody Lawsuits



Hurricane Katrina evacuee Gary Karcher hugs his pet Rottweiler, Himie, after the two were recently reunited. Karcher was forced to leave Himie and two other dogs behind in his New Orleans home to seek medical help.

The plight of Karcher and thousands like him has led to proposed federal legislation that would require local governments to include household pets in their evacuation plans.
