Capt. Dave Havard of California's Border Puppy Task Force examines a puppy found in December 2005 at a U.S.-Mexico border crossing in San Diego. The dog was one of five found wrapped in a blanket and wedged under the driver's seat of a car driven by a Mexican citizen.
