Ramallah, West Bank, June 16, 2009--A young Palestinian refugee in the Al-Amari camp flinches as other boys point toy guns at him.

There are 19 refugee camps in the West Bank, which give shelter to Palestinians who lost their homes and livelihoods after the 1948 Arab-Israeli conflict.

On June 16, former U.S. president Jimmy Carter met with Hamas officials in the Gaza Strip and implored them to consider Israel a state. But a senior Hamas official said that "the visit has not led to a significant change [in policy]," according to the Associated Press.
