Igueti, Georgia, August 15, 2008--A Russian soldier pauses on the road from the besieged Georgian city of Gori to the capital T'bilisi.

As Russian soldiers began pulling out of Gori last week, they left a power vacuum that allowed looters and criminals to inundate the city, the news service Agence France-Presse reported.

A ceasefire following long negotiations between Georgian and Russian officials seems to have put a tenuous end to the two-week war, though Russian soldiers show no sign of leaving parts of Georgia.
