Hirsch Road was one of dozens of streets closed after more than 6.2 inches (16 centimeters) of rain swamped Evansville, Indiana, and much of the rest of northern Vanderburgh County on March 18 and 19.

''We've got water rising everywhere,'' Jeff Korb, president of the Vanderburgh County commissioners, told the Associated Press late on Tuesday evening.

Authorities have declared states of emergency in Vanderburgh and Posey counties, and Indiana Governor Mitch Daniels was planning a helicopter trip to survey battered Orange County, according to the Indianapolis Star.
