The heaviest snowfall in the country in more than a decade has killed at least 21 people, the Associated Press reported.
"Some died of the severe cold, some were buried under avalanches, and others died after their cars overturned on snow-covered roads,'' the state-run radio reported.
Heavy snow and cold weather has also affected Afghanistan, India, and several Central Asian countries.
