The city of Villahermosa in Mexico's Tabasco state (Mexico map) is seen flooded on Wednesday, October 31, 2007.

The high waters, which have killed one person as of November 1, were unrelated to tropical storm Noel. But the devastation in Tabasco could get worse if Noel continues its march west across the Gulf of Mexico.
