New Orleans, Louisiana, August 28, 2007—A clock hangs upside down in the heavily damaged Lawless High School in New Orleans—a visible reminder that the city has yet to fully recover from Hurricane Katrina in 2005.

The second anniversary of the deadly storm's rampage—August 29—was met with somber reflection and ceremony. But former New Orleans residents struggling to live and those in shattered neighborhoods also complained about the slow pace of rebuilding and unfulfilled promises of federal aid.
