This unconventional concept, by Dutch design firm MRDVD, envisions a school built inside a man-made hill with classrooms and other facilities protruding above sea level. The hill's exterior would be parkland, and the facility would serve as a flood refuge for local residents.

The Dutch government initiated the "Newer Orleans" exhibition as part of a broader effort to share its water-management expertise with the United States. More than two-thirds of the Netherlands is at or below sea level, and its flood-protection system is considered to be among the best in the world.
