City officials ignored the earth tremors, ash clouds, and expulsion of toxic gases that signaled the increasing restlessness of the volcano for months prior to its explosion. Several days before the eruption, a report was submitted to the town leaders saying that the safety of St. Pierre was "completely assured." The city's residents, reassured by the authorities, remained in St. Pierre.
